CFAs: Protection and Assistance for Refugees, Asylum Seekers and Forcibly Displaced People

The United Nations High Commissioner for Refugees (UNHCR) invites applications from organisations to strengthen protection, assistance, and durable solutions for refugees, asylum seekers, stateless persons, and other forcibly displaced populations across the Eastern and Southern Caribbean. The programme supports comprehensive interventions including legal assistance, documentation, humanitarian aid, livelihoods, skills development, education access, socio-economic inclusion, and durable solutions that promote dignity and resilience.
Geographic coverage includes Aruba, Saint Kitts and Nevis, Curaçao, Antigua and Barbuda, Suriname, Dominica, Saint Lucia, Montserrat, Barbados, the Virgin Islands (UK), Guyana, Trinidad and Tobago, Saint Vincent and the Grenadines, Grenada, and Anguilla. Activities will be implemented in collaboration with national authorities, civil society organisations, and community-based actors, with oversight from UNHCR’s Multi-Country Office in Panama.
Funding will support initiatives that improve asylum and statelessness procedures, expand documentation access, strengthen institutional capacity, and promote protection-sensitive approaches. Partners may deliver legal counselling, human rights advocacy, awareness campaigns, and capacity building for ministries, judicial authorities, and law enforcement. Support may also include humanitarian assistance for vulnerable individuals, vocational training, education pathways, and socio-economic inclusion through employment and income opportunities. The programme encourages cooperation with governments, development organisations, financial institutions, and the private sector to integrate displaced populations into national planning and financing frameworks.

Eligible applicants must be legally registered organisations with proven capacity to deliver protection and assistance activities in the Caribbean region. Applicants should demonstrate relevant technical expertise, operational presence, and commitment to advancing durable solutions for displaced and stateless populations. Selection will be based on UNHCR’s operational priorities, alignment with programme objectives, and availability of funding. Submission of an application does not guarantee a partnership agreement.
