Enabel invites applications under the Governance and Citizen Participation Project (BDI23009) to strengthen local governance and citizen participation in Burundi. The program supports municipal authorities in the communes of Busoni, Kirundo, Mugina, Cibitoke, and Bukinanyana to enhance their capacity for territorial development. It aims to reinforce the ability of local governments to identify, plan, coordinate, and implement development initiatives that respond to community priorities and challenges.

The overarching goal is to sustainably improve living conditions for local populations while reinforcing governance systems in the targeted communes. Funding will support investments and initiatives identified through participatory territorial planning, alongside complementary activities such as project maturation, municipal support, coordination, monitoring and evaluation, citizen engagement, and management.

The total indicative envelope available is EUR 680,000, with grants ranging between EUR 550,000 and EUR 680,000 (approximately USD 594,000–734,400). The majority of funds must be allocated to local development investments, with the remainder directed to governance and participation support activities.

Eligible applicants must be legally established entities, including public actors, non‑profit private organizations, foundations, or private entities with a primary social objective. Applicants must align with the objectives of Belgian Development Cooperation and demonstrate the capacity to implement actions in Burundi. Projects must be carried out specifically in the communes of Busoni, Kirundo, Mugina, Cibitoke, and Bukinanyana, directly benefiting local populations, institutions, and development actors in these areas.
