The United Nations Development Programme is seeking a qualified company to procure, deliver, and install equipment packages for 16 SMEs in the saffron processing and textile production sectors in Herat and Farah provinces, Afghanistan.
The Western region of Afghanistan, particularly Herat and Farah provinces, is experiencing significant challenges due to overlapping political, climatic, and humanitarian pressures, including a large influx of forcibly returned Afghans from Iran that has strained local services and community structures. In response, this initiative aims to strengthen the capacity of small and medium-sized enterprises (SMEs) in the saffron processing and textile production sectors by providing essential equipment and technical support.
The selected contractor will be responsible for conducting feasibility and site-readiness assessments for each SME, ensuring compatibility and safety before procurement. The assignment includes procuring 16 packages of tools and equipment, ensuring compliance with technical specifications, and providing necessary personal protective equipment. All equipment must be new, durable, and supplied with required accessories and documentation.
Delivery and installation will take place at designated locations in Herat and Farah, with the contractor responsible for safe transportation, installation, commissioning, and documentation of handover to beneficiaries. The assignment is expected to be completed within a six-month period.
Eligible applicants must be officially registered companies in Afghanistan with a proven track record of supplying and delivering comparable equipment, including at least two contracts in the past five years and one contract valued at or above US$240,000 for similar machinery. Experience in technical training delivery is considered an asset.

Applicants must be legally registered companies in Afghanistan with demonstrated experience in supplying, delivering, and installing comparable industrial equipment. Eligible firms must have successfully completed at least two similar contracts within the last five years, including at least one contract involving comparable machinery with a value of US$240,000 or higher. Applicants should possess the technical and operational capacity to conduct site assessments, equipment installation, commissioning, and project delivery in the target locations. Experience in providing technical training services will be considered an advantage during the evaluation process.
