The United Nations High Commissioner for Refugees (UNHCR) invites national and international NGOs in the Democratic Republic of the Congo (DRC) to submit concept notes for projects aimed at improving access to essential water, sanitation, and hygiene (WASH) services, strengthening emergency preparedness, and supporting the progressive transition of recurrent WASH services to national and local systems.

The DRC continues to face a protracted humanitarian crisis driven by armed conflict, forced displacement, natural disasters, climate change, and recurring health emergencies, placing immense strain on natural resources and basic social services. Refugees from the Central African Republic, South Sudan, and Burundi, as well as returnees and stateless persons, are among the most affected populations in provinces such as Ex-Équateur, Bas-Uélé, Ituri, Haut-Uélé, and Sud-Kivu.

Aligned with Strategic Priority 3 of UNHCR’s Multi-Year Strategy 2027–2030, the program combines rapid emergency response capacity with a transition to sustainable national and community-led WASH systems, in line with the Global Compact on Refugees and the Humanitarian–Development–Peace Nexus. Priority issues include disrupted access to safe water and sanitation, weak infrastructure maintenance, limited emergency response capacity, protection risks for vulnerable groups, and climate-related threats to service sustainability.

Expected results by 2030 include safe, equitable, and sustainable WASH access for displaced populations, with recurrent service management progressively integrated into national and local systems. Key deliverables encompass needs assessments, disaggregated data collection, functionality and quality monitoring, accessible feedback mechanisms, rehabilitation and development of water and sanitation systems, community-based hygiene promotion, and strengthened coordination with authorities and WASH actors. Climate resilience measures such as energy efficiency, watershed protection, erosion control, and waste management will be incorporated where directly linked to WASH safety and sustainability.

Eligible applicants are national and international NGOs legally registered in the DRC, with proven operational presence and experience in the targeted zones and WASH sector. Applications must include a concise concept note (maximum ten pages, in French), a detailed budget per geographic zone, and all required supporting documents submitted via the UN Partner Portal by 30 September 2026 at 23:59 Kinshasa time. Required documents include proof of legal registration, organizational profile and statutes, procurement and administrative manuals, anti-fraud policy, and, for new partners, a signed partner declaration and self-assessment on protection against sexual exploitation and abuse. All organizations must be registered on the UN Partner Portal and comply with UNHCR’s humanitarian principles, code of conduct, and zero-tolerance policy on sexual exploitation and abuse.
