The Water Research Foundation (WRF) invites proposals for a research project that explores how advanced metering infrastructure (AMI) data can be leveraged to support smarter water pricing, conservation, affordability, and rate design. The initiative aims to evaluate current utility practices and identify new opportunities for using AMI data to inform pricing strategies, conservation programs—including emergency curtailment—and affordability measures. The project will also examine the potential of advanced analytics, such as machine learning, to enable adaptive or dynamic rate structures, early detection of hardship among at‑risk households, customer class categorization, dynamic tiering based on household size, and improved targeting of affordability and conservation interventions. In addition, the research will assess challenges utilities and regulators face in balancing conservation, equity, and revenue stability, and how enhanced AMI data can help clarify these tradeoffs. Applicants may request up to $275,000 in WRF funding, with an anticipated project duration of 18 months from the contract start date.

Proposals are accepted from U.S.‑based and non‑U.S.‑based entities, including educational institutions, research organizations, governmental agencies, consultants, and other for‑profit organizations. All applicants must comply with WRF’s Timeliness Policy. Researchers who are late on ongoing WRF‑sponsored studies without approved no‑cost extensions are not eligible to be named participants in proposals.
