The United Nations World Food Programme (WFP) Tanzania invites applications from NGOs to implement integrated resilience, market systems, and livelihoods interventions for smallholder farmers in Dodoma and Kigoma regions. This programme is part of the broader Climate Resilience and Market Development Strategy under the Tanzania Country Strategic Plan (CSP) 2022–2027.

Agriculture remains central to Tanzania’s economy, yet smallholder farmers face persistent challenges including weak market systems, limited access to finance, post‑harvest losses, and vulnerability to climate shocks. Building on lessons from previous WFP initiatives such as the Kilimo Tija Kigoma Project, Climate Smart Agriculture Project Phase II, and the Farm to Market Alliance, the programme aims to strengthen resilience, food security, and livelihoods through sustainable, market‑oriented approaches.

Key areas of focus include market systems strengthening, private‑sector engagement, financial inclusion, post‑harvest management, entrepreneurship development, aggregation, market access, and sustainable service delivery mechanisms. In Kigoma, expected results include the development of farmer organizations, service centres, aggregation hubs, financial inclusion, improved post‑harvest systems, and institutional strengthening. In Dodoma, priorities include formalization of farmer organizations, contract farming, enterprise development, mechanization, climate‑resilient livelihoods, and system sustainability. Proposals must align with WFP’s Strategic Outcome 3, Activity 5, and leverage existing investments and structures in the target regions.

Eligible applicants are NGOs with proven experience in resilience, food systems, and livelihoods programming, particularly in agricultural market development and climate‑resilient interventions. Applicants must demonstrate operational presence in Dodoma and/or Kigoma, technical capacity to deliver integrated programmes, and strong partnerships with farmer organizations, private sector actors, and local institutions. Proposals will be evaluated based on relevance to WFP’s strategic objectives, capacity to strengthen market systems and climate resilience, cost‑effectiveness, and ability to build sustainable service delivery mechanisms.
