The United Nations High Commissioner for Refugees (UNHCR) invites NGOs in the Democratic Republic of the Congo to submit concept notes for projects that improve equitable and quality education access for refugee and host community children affected by emergencies. The DRC continues to face large‑scale displacement, insecurity, attacks on education, and climate shocks, all of which disrupt learning and place heavy pressure on host‑area schools. Barriers include schooling costs, limited secondary education, repeated displacement, child labor, language and curriculum challenges, and inequalities affecting girls, adolescents, and children with disabilities.

This initiative contributes to UNHCR’s Strategic Priority 2 – Solutions, by promoting durable solutions through inclusion, autonomy, and shared responsibility. It supports the progressive integration of displaced children and youth into national education systems, strengthens the capacity of authorities and schools, and enhances quality and equity of access. Pathways from primary to secondary, higher, and vocational education will be reinforced, while adapted emergency education capacity will be maintained in crisis zones. Target populations include refugees and asylum seekers (notably from Central African Republic, Burundi, and South Sudan), stateless persons, and, where specified by UNHCR, internally displaced persons, returnees, and host communities. The strategic impact sought by 2030 is strengthened autonomy and resilience of displaced persons and host communities through inclusive systems that enable access to rights and stable livelihoods.

Applicants must submit a concise concept note using the provided template, detailing proposed activities, impact domains, results areas, and geographic focus. Required documentation includes proof of legal registration in DRC, organizational profile and statutes, procurement and administrative manuals, anti‑fraud policies, and other compliance materials. Organizations must demonstrate project management capacity, local presence, innovation, relevance, sector expertise, and prior experience working with the UN. Minimum scoring thresholds apply to key criteria, and all applicants will receive written notification of the selection outcome.
