This UNOPS grant program aims to mitigate explosive ordnance risks and restore safe access to land and essential services for communities and humanitarian actors in Ar-Raqqa and Deir Ez-Zor, Syria. The initiative addresses severe contamination that restricts movement, impedes recovery, and halts the safe use of agricultural and residential areas, vital access routes, irrigation corridors, and infrastructure. Eligible activities encompass survey, clearance, land release, explosive ordnance disposal response, risk education, community liaison, information management, and quality management executed in alignment with international and national mine action standards. Supported projects directly facilitate humanitarian access, population returns, livelihoods, food security, urban and agricultural rehabilitation, and durable solutions. Program implementation prioritizes the release of identified hazardous areas in Ar-Raqqa, while focusing on comprehensive contamination mapping within and beyond the Euphrates valley in Deir Ez-Zor. The maximum funding available per grant is USD 1,470,000, with an expected project duration of 12 months.

Applicants must be registered non-governmental or commercial mine action organizations officially authorized to operate in Syria. Eligible entities are required to hold the necessary provisional desk accreditation from UNMAS Syria or formal accreditation from the Syria National Mine Action Center, alongside verified compliance with all legal permissions, safeguarding mandates, and policies for the prevention of sexual exploitation and abuse. Please note that commercial entities are strictly prohibited from including profit margins in their proposed budgets.
