IER Call for Applications 2026: Grant Support for Educational Initiatives for Youth in Ukraine

The Institute for Economic Research and Policy Consulting (IER), with funding from the European Union, is implementing the “Resilience and Inclusion for Ukraine: empowering civil society for meeting the needs caused by the war and advancing Ukraine on the path to the EU” project. The initiative supports civil society organizations delivering non-formal education programs for youth in selected regions of Ukraine affected by the war.

The competition seeks projects that expand access to inclusive, accessible, and relevant educational opportunities for young people through innovative non-formal learning approaches that address war-related trauma and strengthen community resilience. Supported initiatives may include digital literacy and STEM education, leadership and civic engagement training, creative and psycho-emotional support programs, mentoring and hybrid learning platforms, as well as inclusive educational and recreational activities. The program also aims to strengthen youth participation, social cohesion, civic responsibility, and the institutional capacity of civil society organizations to manage projects and deliver quality educational services.

Projects will be implemented in the Dnipropetrovsk, Zaporizhia, Kyiv, Mykolaiv, Odessa, Sumy, Kharkiv, Kherson, and Chernihiv regions. Grants ranging from 350,000 to 500,000 Ukrainian hryvnias will be awarded for projects with a duration of up to five months, under a total competition budget of 4,000,000 hryvnias.

معايير القبول

The competition is open to civil society organizations operating in the eligible regions of Ukraine and engaged in youth development, education, or community resilience initiatives. Applicants are expected to demonstrate the organizational and operational capacity to implement non-formal education activities that support young people affected by the war.

Project proposals will be evaluated based on their relevance to the competition objectives, the applicant’s experience in the youth or education sectors, the effectiveness and sustainability of the proposed activities, the transparency and feasibility of the budget, and the organization’s financial and operational capacity. Consideration will also be given to inclusion, safeguarding, and protection measures, including the presence of appropriate safety policies.
