RFAs: Community Security and Early Warning Mechanisms through PCRCs in Warrap and Lakes States (South Sudan)

The United Nations Development Programme (UNDP) invites proposals to improve community security, violence prevention, and access to justice in Greater Tonj and Northern Lakes, South Sudan. The initiative seeks to establish sustainable early warning and response systems while strengthening collaboration between police authorities and local communities. Funded activities will include the establishment and operationalization of Police-Community Relations Committees (PCRCs) and community policing coordination forums; dissemination of community policing policies and standard operating procedures; capacity building for women, youth, and internally displaced persons (IDPs) in community-oriented policing and crime prevention; development of community-led security plans; provision of basic safety and communication equipment; and joint training for local security governance structures. The project will also support the institutionalization of community security committees within relevant government structures and assess barriers to justice faced by vulnerable groups, providing recommendations to improve access and protection. The grant offers funding of up to USD 90,000 for projects implemented over six months, from November 2026 to April 2027, with the possibility of extension. The geographic focus is Greater Tonj and Northern Lakes, South Sudan.

معايير القبول

Applicants must be legally registered Civil Society Organizations (CSOs), Non-Governmental Organizations (NGOs), or Community-Based Organizations (CBOs) with valid registration in South Sudan through at least April 2027. Organizations must demonstrate a mandate relevant to community security, justice, peacebuilding, community policing, or related project activities and maintain established offices in both Warrap and Lakes States. Applicants are required to provide a recommendation or no-objection letter from the National Ministry of Peacebuilding and the relevant State Relief and Rehabilitation Commission, along with evidence of implementing similar projects within the past three years. Organizations must possess proven technical and operational capacity to deliver the proposed interventions and must not have any ongoing UNDP grant at the time of application. Proposals will be assessed on organizational relevance, demonstrated experience, local presence, implementation capacity, and alignment with the objectives of the call.
