The Institutional Support to the National Commission for State Regulation of Energy and Utilities of Ukraine grant supports the National Commission for State Regulation of Energy and Utilities of Ukraine in aligning its electricity market regulation with EU standards and facilitating integration into the European internal electricity market.

The Twinning project aims to strengthen the institutional capacity of the National Commission for State Regulation of Energy and Utilities of Ukraine (NEURC) to meet the requirements of the EU acquis and facilitate Ukraine’s integration into the European internal electricity market. NEURC, established by the Cabinet of Ministers of Ukraine, is responsible for overseeing the electricity, natural gas, district heating, water, and wastewater sectors, and plays a central role in regulating, monitoring, and controlling business entities in the energy and utilities spheres.

The project’s overall objective is to support the implementation of Ukraine’s obligations in electricity market regulation, with a focus on aligning with EU standards and ensuring market transparency and effective market surveillance. Specific objectives include strengthening NEURC’s capacity to regulate the electricity market in line with the EU Electricity Integration package, developing and adopting regulatory legal acts, monitoring market behavior, investigating abuses in wholesale energy markets, and fostering cooperation with European and Ukrainian regulatory authorities.

Funding for this project is provided by the European Commission, with a total EU funded budget of EUR 1,500,000 (approximately USD 1,620,000).

The implementation period for the project is 24 months.

Eligible applicants must have a proven contractual relation to a public administration or mandated body responsible for electricity market regulation or surveillance, and/or cooperation on cross-border issues. Applicants should hold a university degree in law, public or business administration, electrical engineering, energy policy, economics, or have equivalent professional experience of at least 8 years in the electricity sector, with at least 3 years of specific experience in electricity markets governance or regulatory issues. Fluency in written and spoken English is required, and knowledge of Ukrainian is considered an asset.

Applicants must demonstrate a proven contractual relationship with a public administration institution or a mandated body responsible for electricity market regulation, market surveillance, or cross-border regulatory cooperation. Eligible experts should possess a university degree in law, public administration, business administration, electrical engineering, energy policy, economics, or a related field, or demonstrate at least eight years of equivalent professional experience in the electricity sector. Applicants must also have a minimum of three years of specialized experience in electricity market governance, regulation, or related regulatory issues. Fluency in written and spoken English is required, while knowledge of Ukrainian will be considered an advantage. Applications will be assessed based on the relevance of the applicant’s institutional mandate, technical expertise in electricity market regulation, demonstrated professional experience, and capacity to contribute to the achievement of the project’s objectives.
