This research assignment seeks Expressions of Interest for a study focused on identifying legislative gaps and strengthening institutional approaches to violence prevention and response through legal and policy reform. The study will examine issues related to domestic violence, gender-based violence, stalking, and digital violence, with a particular emphasis on improving prevention mechanisms, victim protection systems, judicial procedures, and prosecution processes. The initiative includes a comparative analysis of legislative and institutional practices across selected Arab States, assessing frameworks related to gender equality and women’s empowerment, including personal status laws, penal codes, labour laws, and related regulations. The research will also evaluate the effectiveness, accessibility, and coordination of judicial and institutional responses, including law enforcement, social services, prevention campaigns, and victim support systems. In addition, the study will assess alignment between national legislation and international legal frameworks and treaties related to human rights and gender equality. The assignment has an indicative budget of up to EUR 15,000 and is expected to deliver evidence-based findings and policy recommendations to strengthen legal frameworks, improve institutional coordination, enhance monitoring and evaluation systems, and support the adoption of effective regional and international practices.

معايير القبول

Eligible applicants are organizations or entities with demonstrated expertise in legal and policy research related to violence prevention, gender equality, women’s empowerment, and human rights. Applicants should have proven experience conducting legislative analysis, policy reviews, comparative legal studies, and institutional assessments, particularly within the context of domestic violence, gender-based violence, stalking, or digital violence. Preference may be given to applicants with experience working in Arab States and familiarity with international legal instruments and conventions related to gender equality and human rights. Applications will be assessed based on the relevance of technical expertise, understanding of the assignment scope, methodological approach, and capacity to deliver evidence-based research and policy recommendations within the proposed timeframe and budget.
